A global satellite communications operator (LEO) decided to proceed with its entry into Angola. In this type of operation, the central risk is not just obtaining a license — it is advancing with licensing supported by a fragile local structure, unclear governance, poorly designed critical contracts, and insufficient evidence for audit and supervision. In regulated sectors, these failures emerge early and cost dearly: delays, renegotiations, and regulatory exposure in the first compliance cycle.
Execution
Regulatory pathway and submissions: we designed licensing sequencing, mapped requirements and evidence, organized submission pack, and prepared documentary response to requests for clarification, with support to regulatory dialogue when applicable.
Local vehicle and governance: we structured local vehicle and its governance (reserved approvals, delegations, and signature matrix), aligning group control with applicable local requirements.
Critical implementation and operation contracts: we structured and negotiated contractual suite for implementation/operation (supply, integration, and SLAs), with responsibility, remedies, audit, and subcontracting control.
Audit-ready evidence dossier: we consolidated data room with traceability, version control, verifiable conditions precedent, and documentary trail suitable for audits, continuous supervision, and eventual due diligence.
